ABORT PROCEDURES
Individual Aircraft Abort During Takeoff
Any aircraft having to
abort its takeoff after starting its takeoff roll, will announce on MSN Tower
frequency using Mooney group name and number "Mooney
(group name and number) Aborting Takeoff" on and will taxi as quickly as
possible straight ahead (if able) to the end of the runway and exit the runway
at the last taxiway. The aircraft directly behind the aborted aircraft will wait
for the runway to clear before beginning its takeoff roll. Since the aircraft on
the opposite side of the runway may have already begun it's takeoff roll, that
pilot shall make a prudent decision to abort their take off or proceed as runway
and circumstances safety allow. All other aircraft shall hold until the aborting
aircraft is clear of the departure runway.
Individual Aircraft Abort During Climbout
If a problem develops
during initial climbout, the aircraft shall declare an emergency on
MSN Tower frequency using Mooney group name and
number. We will stop further departures, as necessary, and assist the emergency
aircraft to the maximum extent possible. The pilot is expected to exercise the
emergency authority granted by FAR part 91.3 to safely terminate the flight.
Individual Aircraft Abort Enroute
If for any reason an
aircraft should decide to leave the formation, they should depart the flight
route by descending 500 feet (terrain and obstacles permitting) and commencing a
distinct turn away from their group. (Turn right if on the right side and turn
left if on the left side of your flight group) The aborting aircraft should
announce on the Mooney Frequency, "Mooney (group name
and number), Aborting". This will make it clear that this is an abort and
the planes behind will not follow. All other aircraft should remain in their
original group position and continue with the briefed arrival procedure
Entire Caravan Flight Abort
The possibility of a
flight abort is extremely unlikely and our main effort shall be to ensure that
an abort shall not be necessary.
Avoiding Flight Abort in The First Place
The main reason the
Mooney Caravan would need to abort the entire flight is a significant unforecast
weather threat. This could come from 1) low ceilings and visibility and/or 2)
convective activity blocking the flight path. The possibility of these
conditions occurring can be virtually eliminated by establishing conservative
launch criteria. They shall be:
Ceiling and Visibility: The Terminal Forecast
for both the Madison area and Oshkosh shall show a minimum 2000 foot ceiling and
five (5) miles visibility from one hour before departure to one hour after
estimated time of landing. At the time of departure, actual conditions shall not
be worse than the forecast conditions. [Condition of few/scattered clouds below
2000 feet shall be a judgment call of the flight leader.]
Convective Activity: At two hours, one hour
and 30 minutes before departure, the flight leaders will evaluate local
convective activity using all available means (i.e. real-time weather radar
display and ground based weather sources) If convective activity is near the
planned route, Mooney Lead and/or Mooney Alternate Lead (Alpha 2) shall have on
board weather display. (ie: Nexrad, Anywhere Wx, etc)
Group Abort Procedures
The Mooneys to
Oshkosh flight will not attempt a mass return to
Madison. The purpose of the abort
procedure is to permit the orderly flight of all aircraft to alternate airports
should the caravan flight leader make the enroute decision to abort. In the
event of a flight abort, the caravan shall break up into the individual group
elements for the purpose of safe flight to alternate airports. Each group
(Alpha, Bravo, Charlie, etc.) shall have a predetermined set of alternate
airports and shall follow their group leader. The objectives of the proposed
abort procedure:
1. Permit safe
and legal separation of aircraft on landing
2. The establishment of an understandable and flyable
procedure for all aircraft in the Mooney Flight
3. Position the Mooneys to
Oshkosh aircraft at nearby airports with procedures
that allow the options of:
(a)
Regrouping later at MSN
for another group caravan flight to OSH,
or
(b)
Departure from the alternate airports to join and camp together at
OSH
If the decision is to
regroup at MSN, flight leaders shall be contacted by phone and can expect to
return to MSN at approximately 10 minute intervals. If the decision is to
regroup on the ground at OSH, flight leaders can
expect a coordinated departure time and shall fly the FISK arrival into
OSH.
The Decision to Abort
It shall be at the
discretion of the Caravan Leader to declare a flight abort when a threat to
safety prevents continuation of the flight. To abort the flight, the Flight
Leader will announce on Mooney frequency, "Mooney
Flight aborting due to (reason). Executing caravan abort procedures, I
repeat, Mooney Flight aborting due to
(reason). Executing caravan abort
procedures, Mooney Group Leaders check”. All airborne Mooney Group Leaders
shall acknowledge in alphabetical order by
“Mooney Bravo check, Mooney Charlie check, etc.”
Group leaders still not airborne shall stop any further departures of Caravan
aircraft.
After acknowledging the
abort announcement, each group leader will make a half standard rate turn
towards their first priority alternate airport. If weather prevents safe flight
to the first alternate the group leader shall fly to the second alternate
airport. The alternate airports are as follows:

Detailed airport
information can be found at the conclusion of these abort procedures. Flight
leaders shall have authorization to substitute any suitable airport, if weather
prevents flight to preplanned locations. Make all turns at half standard rate.
Do not cut off the aircraft ahead. Aircraft within each group shall form a
single file, nose to tail, with no side by side. Aircraft toward the rear of
each group should be prepared to make slow reductions in airspeed to facilitate
safe spacing from the aircraft in front of them. All aircraft shall be
responsible for separation from the aircraft in front of them. Upon arrival at
the alternate airport, the leading aircraft shall fly a close traffic pattern
(or as directed if tower controlled). Subsequent aircraft shall plan an extended
downwind pattern to grant a safe landing distance for preceding aircraft. In all
cases, aircraft will be expected to exit the runway as rapidly as practicable.
If recovery is to one runway only, all landing aircraft will be expected to use
braking as needed and taxi at a fast rate of speed in order to exit the runway
as rapidly as practicable.
Go around:
If any aircraft feels
they are too close to the aircraft ahead to land safely, they should abort the
landing and go around without hesitation. Announce your go-around on
OSH
tower frequency using Mooney group name and number. Make all turns AWAY from the
tower and the crowds in the display area. All initial turns should be to the
north and to the east. Remain clear of the FISK arrival flight path. After
established in a climb to pattern altitude and safely away from the landing
area, announce on Mooney Frequency your position to Mooney Tail. Use distance
from OSH VOR only, not the airport. Mooney Tail will then announce their
position. Fly a course that does not interfere with FISK arrivals or the Mooney
Caravan inbound stream. Proceed toward Mooney Tail and fall in behind Mooney
Tail. You may need to make multiple transmissions with Mooney Tail to update
both of your positions to facilitate joining up.
Individual Aborts
Should individual
aircraft become lost, confused, or otherwise out of sync with the abort
procedure, they should depart the caravan, squawk 1200 and proceed VFR to
another nearby airport. After the Caravan has landed, they may fly to an
alternate airport or MSN using conventional VFR arrival procedures, or proceed
to Oshkosh
using the Fisk arrival as NOTAMed by the FAA.
Notice
While the possibility
of any abort procedure is remote, it is imperative that all pilots read and
understand the above procedures exactly. During the execution of any abort
procedure, pilots will be distracted, busy, stressed, and working hard. The safe
outcome of all these circumstances is conditional on all pilots knowing the
necessary procedures without hesitation.
